It’s only a concept
So Frank Sartor stands by his original approval for a housing development and aged care facility at Sandon Pt, because the original plan was a concept plan only.
Concept means, what exists in the mind as a representation or formulation, as of a plan.
Concept can be replaced with idea, guess, conceit, conception, notion, thought, conjecture, presumption, speculation and many other words. You get the idea.
So here we have an ex-Planning Minister who gave the okay to an idea. Not a final development proposal, just a speculated idea. If it wasn't real, what did he look at it for?
Those who rightly objected were lead to believe that this was a final fully developed proposal with plans down to the last dot. Only to find they objected to a thought.
The loophole technicality here that the developers have used is the fact is, well it’s only a concept.
But a plan is fact, particularly when it is drawn. You see, anyone can have an idea, but when it’s written down and drawn up, it’s a reality, which means a thing that exists in fact, having previously only existed in one's mind.
